Off the top of my head, I think For Every Closed Door (http://starlingthefool.livejournal.com/tag/for+every+closed+door) is one of the most in-character fics I've ever read. House is very devious and sneaky in this one. It's a crossover with Dead Like Me, but you don't need to know anything about Dead Like Me to follow this fic. It's also one of the best crossovers I've ever read.
I honestly have to say that 'Defensive Strategies' (http://www.squidge.org/housefanfiction/archive/3/defensivestrategies.html) by Milkshake Butterfly is the best in-character fic I've found. It's by turns funny and serious and I can hear House and Wilson from beginning to end.

As for the OP, I think IC is really a matter in the eyes of the beholder. I know I have certain ideas of what I think is true of the characters, and I know people have entirely different ideas. Elsewhere in the comments you said what you thought *isn't* IC-- so my question is, what are traits you think *are* in IC? :) If we overlap, I can throw some recs at you.
Aftershocks is the best IC story I've read yet, even with the dire circumstances... (but I love dire circumstances) Overall, I think Dee Laundry and Nightdog do the best job of keeping House and Wilson IC no matter where they take them.
I've been thinking about this question since you posed it, and I really can't narrow it down to one, or even to a hundred. There are so many great writers in this fandom that we have a cornucopia of in-character fics.
Any nicknames used, usually when first names are used, a lot of overt affection, gentle caresses, dialogue that sounds girlish/young/not-American, AU (AU can be really good, but for me it's very unsatisfying, because I love House/Wilson in their proper context in the "House" universe), any fic where they get domestic (have/adopt kids, marry, talk about getting married, secretly live together during the show's timeline), any time a third-party character is OOC (Cuddy/Cameron/Stacy/Chase being fangirls about H/W)...The list goes on and on...
I love fics that are set during when they lived together in canon, and I would love it if, on the show, they would live together again. I've just seen too many fics where it's like "We're living together in domestic bliss but keeping it a secret" and that strikes me as very OOC. Usually, canon tells us where they're living at any given point, so when someone writes a fic where they're living together in season one and we all know Wilson was still married to Julie then, I stop reading.
A few other things off the top of my head-- when they kiss or have sex without any prior angst or thought about what it means, when it's too easy, when there is minimal set-up...

if your old computer uses Windows and still works, you can transfer your favorites using Internet Explorer.
click "File" --> "Import and Export" then choose "Export Favorites" and click "Next" you can choose which favorites you want to export. if you just click the main "favorites" folder, it will export all of them. after choosing your favorites, click "Next" now select the where you'd like the file to save to and click "Next"
your favorites are now in an html doc you can move to your new computer using a thumb drive. to import, just go to "File" --> "Import and Export" and select "Import Favorites" then direct it to the html doc wherever you put it on the computer and when you're finished, your old favorites will be on your new computer's favorites list.
